Mix the filling

Combine ground meat with aromatics and seasonings in a bowl.

Set up steamer or alternative rack over gently boiling water. Ensure baking dish fits inside and water level stays below the dish.

Briefly dip each wrapper in water and arrange overlapping layer in baking dish (6 per layer).

Spread thin layer of meat mixture over wrappers. Repeat layering until all ingredients used (4 layers total).
