Mix dry ingredients

Combine flour, cocoa powder, sugar, baking powder, baking soda, and salt in a large bowl.

In a separate bowl, combine milk, vegetable oil, egg, and vanilla extract.

Combine wet and dry ingredients

Pour the wet mixture into the dry ingredients and stir until combined. Add hot water gradually while stirring until the batter is smooth.
