Make cookie dough
Mix sugar and lemon zest in a bowl. Add butter and egg, mix well. Add lemon juice, vanilla, flour and baking powder. Mix until well combined.

Shape cookies
Form small balls with the dough and place on a baking sheet lined with parchment paper.

Bake at 180°C for 10-12 minutes until golden.

Prepare cream filling
Mix heavy cream, powdered sugar and cream cheese until smooth.
