Prepare the dough

Mix flour, water and salt in a bowl until a smooth dough forms. Knead for 5 minutes.

Prepare the filling

Finely chop cabbage, onion, garlic and ginger. Mix with ground meat, soy sauce, sesame oil and black pepper.

Shape the dumplings

Roll the dough into a thin sheet, cut out circles, place a spoonful of filling in the center and fold into dumplings.

Cook the dumplings

Bring a pot of water to a boil. Add dumplings and cook for 5-7 minutes until they float.
